The government has proposed new rules to tackle badly parked rental e-bikes and dangerous riding

Councils in England would be able to license operators and require parking, safety and fleet-management plans. Ministers also want Transport for London to oversee a London-wide scheme. The proposals are open for consultation, so these are not new powers already in force.
