Rockland County Sheriff Announces Arrest In Stony Point Primary Election Ballot Fraud Investigation

Rockland County Sheriff Louis Falco III announced Wednesday, November 4, the arrest of Aidan Rowan, 25, of Stony Point, following an independent investigation into allegations of ballot fraud during the June 23, 2026, Stony Point Republican County Committee primary election, in which Rowan was a candidate.

According to the Rockland County Sheriff’s Office, the investigation began after both the Republican and Democratic commissioners of the Rockland County Board of Elections reported allegations that a voter’s ballot may have been cast without their knowledge.

Investigators determined there was probable cause to charge Rowan with multiple felony offenses, including second-degree forgery, four counts of second-degree criminal possession of a forged instrument, third-degree tampering with public records, four counts of first-degree offering a false instrument for filing, and two counts of first-degree making an apparently sworn false statement.

Authorities issued an arrest warrant through the Town of Clarkstown Court on October 23, 2026, following unsuccessful attempts to locate Rowan. He surrendered to the Sheriff’s Office on Wednesday, was processed and arraigned in Clarkstown Justice Court, and was released on his own recognizance pending a future court appearance.

Sheriff Falco emphasized that the investigation was conducted independently, without political interference, and that investigators found no evidence implicating any other individuals, candidates, campaigns, or elected officials.

“We received a complaint from both Commissioners of the Rockland County Board of Elections alleging that a voter’s ballot may have been cast without their knowledge. We followed the evidence where it led,” Sheriff Falco said.

The sheriff further stressed that no political party or elected official influenced the investigation, its timing, or its outcome, adding that charges were filed solely based on the evidence gathered.

Falco also emphasized that Rowan has the right to contest the charges in court and is presumed innocent unless proven guilty. The Sheriff’s Office will continue working with the Rockland County District Attorney’s Office as the case proceeds.

All charges are allegations, and Rowan is presumed innocent unless and until proven guilty in a court of law.
