A federal judge ruled Wednesday that the U.S. Department of Justice cannot withhold certain law enforcement and juvenile justice grants from states that refuse to cooperate with federal immigration enforcement efforts. New Jersey led the legal challenge, joined by 21 other states and Washington, D.C. The ruling permanently blocks federal officials from imposing immigration-related conditions on two grant programs that provide funding for public safety initiatives.
