The voluntary commitments also call for local input, resource-use reporting and financial protections if a project falls through.
OpenAI said Thursday it will pay the full cost of electricity and the infrastructure needed to serve future computing campuses that it owns and operates, as part of a new set of commitments to host communities.
The company said it will provide financial assurances before major spending begins so other utility customers are protected if a project is delayed, reduced or canceled. The pledge does not apply automatically to every data center in the industry.
OpenAI's National Community Compact calls for each future campus to have a local agreement shaped by residents, a point of contact and annual public progress reports.
The commitments include campus water plans, a preference for closed-loop or low-water cooling, and publication of site-level water and electricity use. OpenAI also said it will publish construction plans and independent noise studies.
The company said it will not require public officials to sign non-disclosure agreements, apart from narrow protections for legitimate security information, trade secrets and proprietary or competitively sensitive information.
A separate policy blueprint asks lawmakers and utility regulators to require large electricity users to cover the costs they add to the grid and make developers accountable. Those proposals are not new laws, and OpenAI's own commitments are voluntary.
