The Manchester Township Police Department celebrated several promotions, new appointments, and assignments during a ceremony held Wednesday, November 4, 2026, recognizing eight officers advancing into new roles within the department.

The ceremony was attended by Mayor Joseph Hankins, members of the Township Council, police leadership, family members, and friends, with Chief of Police Antonio Ellis delivering opening remarks.

Among those promoted were Danny Barker, who was elevated from Sergeant to Lieutenant, and Richard Jupinka, who was promoted from Detective to Sergeant. Rachel Morris, previously serving as a Special Law Enforcement Officer Class II, was appointed as a full-time Patrolman.

Additional assignments included Keith Craig as Detective Sergeant, Jonathan Meaney as Detective, Gavin Reilly to the Investigations Bureau, and Michael Sceppaguercio as Detective. Stephen Hankins received the designation of Master Police Officer (Corporal).

Lieutenant Barker has served with the department since 2005, holding several investigative and supervisory positions, including overseeing narcotics investigations. Sergeant Jupinka joined the department in 2002 and brings more than two decades of investigative experience, including work on major criminal and homicide investigations.

Detective Sergeant Craig, who joined the department in 2012, has served in several specialized roles, including School Resource Officer and Field Training Officer. Detective Reilly has extensive narcotics enforcement experience, while Detective Meaney also serves as a K-9 handler alongside his partner, K-9 Buck.

Corporal Hankins, a nearly 25-year law enforcement veteran, has received numerous awards throughout his career, including three Lifesaving Awards and two Valor Awards from the 200 Club of Ocean County.

Chief Ellis thanked township officials for their continued support and explained that the personnel changes were necessary to maintain adequate staffing following recent retirements and promotions.

The department congratulated all eight officers and wished them continued success as they take on their new responsibilities serving Manchester Township residents.
